Kamiyubetsu was the first municipality in Japan to hold an International cartoon competition. The International cartoon competition was first held in 1991 and continued annually until the year 2000. We stop this competition, from 2001. Every year we set up a different theme for both the comic and cartoon section. Both professional and amateur applicants from over 40 countries, including Japan, submitted projects. There were no restrictions placed towards the materials that could be used by the applicants. Teachers from THE JAPAN CARTOONISTS ASSOCIATION were in charge of selecting the best projects from among the many applicants. On this webpage we will display the grand-prix works from the years 1991 to 2000, the number of entries and the past winners.
